C · First-Assessment Roster and Inclusion

1.112026-08-29

The first-assessment roster is the set of Originators actually carried in the V1 production computation. It consists of the included set I\mathcal{I} (ten units, all of which enter the flagship's conservation and centering) and the shadow set S\mathcal{S} (two units, computed and published for observability but not part of I\mathcal{I}). The roster was settled in the V1 production freeze; the shadow designation follows the boundary rules of Section 3.4 and is reviewed at the monthly review (Section 10.4).

Table 23. First-assessment roster. The included set has ten units; the shadow set has two. Shadow units are marked with an asterisk.

The shadow designation is not a judgment about influence; it is a statement about the operational completeness of the observation layer for the unit at the review date. Units graduate to I\mathcal{I} by the dynamic membership procedure (Algorithm 9 in Appendix F) once the observation layer is judged complete; units exit I\mathcal{I} when the layer degrades below the completeness threshold for two consecutive reviews.
